Buyer has returned a piece if cardboard, and not my 1500 dollar sign, what should I do?

I sold an Oil um sign to a guy for 1250' great sign,I paid over 1000, and when he got he told PayPal it was damaged,. So I asked him to return and I would refund I just open a piece if cardboard nailed back to me. What do I do?

Appeal the case as “buyer abuse”:
File police, ic3.gov and/or mail fraud report to make it official and submit it with your appeal.
