I have seen where many others have had this same problem, but no one has gotten a fix. I have been told by Paypal plus (GE Money) that it's not their problem -- Paypal.com has to fix it. Paypal.com says it's not their problem, Paypal Plus Credit Card has to fix it. One said that it's supposed be fixed on Oct 3rd and another says Oct 31st. One said they've not heard there's a problem, another said that they've heard it's because paypal hasn't uploaded files they need to upload. Everyone blames everyone else or says it's not a problem - yet we can't access our reward points, check for fraudulent activity, or pay on our balance.
Doesn't *anyone* out there know what's going on and when it's going to be fixed?

I should add that not only can I not reliably access my account via the telephone, I have not receive mailed statements since August. You can bet I have requested them. I did not ask to go paperless! I was able to receive past statements through the telephone system (at least some little part works) but only if they were at least 2 months old. Forget trying to monitor credit card abuse! Total idiots!

I have been on the phone today with the office of the president of PayPal. After our long conversation, I must apologize for some of my comments condemning PayPal. While it appears the problem is totally PayPal, I am fully convinced that the real problem lies with GE Money Bank. It is true that PayPal provides the essential "front end" for the PayPal credit card, the real responsibility for all of the credit card transactions, billing, etc lies totally with GE Money. The lies of a fix were all made by GE Money folks! I am extremely pleased that someone with PayPal has FINALLY contacted me. They were very cordial, knowledgeable, and familiar with my account. I am assured PayPal will put some pressure where pressure is due. Hopefully all will be straightened out in the very near future. Those of you having similar problems, it is my understanding that PayPal is aware of the issue. If I were to guess what is wrong, I would say that GE Money has went overseas (India with Peggy) to do their software. No doubt we are caught up in their learning curve. My guess is a guess but as a software designer myself I feel like I may be correct. There is stil no excuse for a person not being able to view their credit card on line, or via the telephone, or to not receive paper for 4 months. No excuses. Somebody simply needs to get off the pot! I am still pi--ed but at a different company.

I'm not so sure it's totally GE Money's problem. I got just as ridiculous answers and promises from Paypal as I did GE Money. I'm just glad that for a few weeks now my account has stayed visible. Still not using it, though, for a while until I see how reliable it is.

I will not disagree with you. To me both companies have responsibility for their joint commitment. If the problem is with GE, then PayPal needs to put the pressure on them to get it fixed. There is definitely a problem with the whole picture here. The bottom line is that customer satisfaction and customer security should be top priority. This has not been the case with either GE or PayPal. If the arrangement with GE is not working properly then changes need to be made. I do a lot of credit card business and the PayPal card is the only one that I have had problems with. Over 4 months, I have had major, unaddressed, issues. It is time to get off the pot. If and when my account becomes visible, you can bet I will wait a long time before using the card. At this time, I have little trust in their whole system. It is too bad as PayPal is a great service. I have not had one problem with my PayPal account. The PayPal credit card is the real black eye in the process. I waiting for a fix. Then there will be a wait to see if it is really fixed. I should not have to do this.

For what it's worth I have a PC Richard Credit Card which is issued by GE and have no problems viewing my account info
online, and I went paperless statements awhile ago. But this issue has been going on for awhile now and still
not resolved. That is unacceptable. One has to ask themselves if they really need to have this credit card.

Olivia,
Thanks for your help. I had to get a new card in June of 2010 due to some fraudulent activity on my account. Immediately after I got the new card, my account was relinked for about 2 weeks. It's been not working/linked since then (end of July 2010). I have called more or less every two weeks since then. Every call goes like this:
1. read me all of my most recent transactions (whether I want to hear them or not)
2. Try to cram "card security" down my throat
3. 3m45s later, I actually get to the menu.
4. 5 menu levels later, I talk to the Indian call service rep who insists that the problem is that I am a moron and am using the wrong email address to log into my account (not sure why they don't look at their CRM and realize I've called every two weeks for months over this issue)
5. They put me on hold for a few minutes, then come back and promise it will be fixed in 7-10 days.
6. It's never fixed.
One native english speaker that I got on the phone once even told me that Paypal was setting up an entire department specifically for the purpose of managing these linking issues and guaranteed that it would be fixed by 02/01/2011. Of course, it's not.
Sorry for the long rant, but you asked for details 🙂 Any help you could give would be MUCH appreciated.

My card has not shown up since December 29th when Paypal contacted me about fraud. I have spoken with the fraud department no less than three times, then another department to get my card linked about 5 times. They said "well we have 90 days to link it up"
Paypal was no help either and kept referring me to GE Capital's Punjab branch.
But then when I was travelling and could not pay the paper bill they sent to my house, the collections agency started calling me in 2 days, no less than 6 times in one day. on my home and cell phone. A real bill collector with the hounding and insulting talk as if I was some sort of deadbeat was on the other end!!!
I have perfect credit and was never late before until they **bleep**ed up my account so I cannot do any online payments etc.
One thing I have learned with GE Money card - the customer comes last.
