paypal plus credit card info not showing up on paypal.com

There is no information ANYWHERE from paypal about the problem with the Mastercard information not being available. Ebay has a "system status" - paypal has nothing and the issue of not being able to contact anyone but the worthless "sarah" the automated agent (outside of the bankers hours they run) leaves me wondering how a billion dollar company can operate like this. I am not the first to complain about this. How do you make a payment if you chose the paperless option? There shoould be an anouncement somewhere about the issue other than a notice that says that they are having technical issues and to check back.
