I can't pass though that. I tried everything but I can't pass and activate my card!
can I go to familly dollar and get my money back?

Uh, why you have a Mexico PayPal account? I didn't know they had Family Dollar stores in Mexico. That is the problem. You have a Mexico PayPal account but trying to activate a PayPal card for use in the USA. See if you can close it and open a US PayPal account.
