Mobile phone requirement

PayPal demanded a cell phone number. WE DON'T HAVE CELL PHONE SERVICE in our location. We have tried for ten years to obtain it. Due to geography, receiving a signal is impossible. There are whole communities (one in which I lived) which have NO service. I have used PayPal since it's inception and rely on it. The cell phone requirement is UNFAIR to a segment of the population. I don't think your staff thought this through. The fact is: NOT EVERYONE CAN HAVE AND USE A MOBILE PHONE. This mobile phone requirement excludes people who through no fault of their own, can not use a piece of technology. UNFAIR!
It's like saying: "You can't come into our store unless you can prove that you have a working mobile phone."
We have good, functioning land lines. What is wrong with a land line?
