This policy is a completely UNFAIR BUSINESS PRACTICE. There are those of us who have utilized PayPal for decades who also, through NO fault of our own cannot obtain cell service in our location. To exclude thousands of people from PayPal because of this new requirement is WRONG because it is DISCRIMINATORY . It is discrimination based on unfair requirements. We're not talking about misdemeanors or bad credit issues. It is simply a fact to owing to geography or business economics, individuals and WHOLE COMMUNITIES do not have access to cell service. I called customer service, heard the representative read from a script, then waited on line for 20 minutes for a supervisor to tell me the same thing...and finally set my account so that I had the option to click on: NOT AT THIS TIME. And I was logged in.
