Welcome! Thank you for visiting the PayPal Community! I'm sorry to hear you've run into some road-blocks adding that "Jr" to your last name. If you need to make a minor name change up to 2 characters, the following Help Center article should be pretty useful: How do I change the name on my PayPal account?
Otherwise, you may need to provide copies of photo ID / legal documentation to support that name change request.
