Because the shipping costs are included in the funds.  If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

I am livid!!!  I don't even know if this is legal??  I went for weeks with dribbles of auctions closing and funds were not on hold.. NOW  the biggest day of the month my auctions are closing I am making sales and BAM  frozen funds..  This is just crazy.  Paypal has the money they hold it and collect interest on it while a package is being shipped???? um is it 2009 or 209  this is NOT RIGHT they are killiing the business' start ups and the buyers to!

  what good does it do to collect shipping if you can't use the  money???  Someone really blew it on this software program at paypal. They better fix it fast.

Correct!  I spend HUNDREDS of dollars at the post office every week.  How am I supposed to fund this, now that PayPal is holding all of my shipping payments.  This policy will put me out of business!!!!!

I am right there with you. I understand that PayPal really doesn' t know me yet. but I've been around since  2004. I've been buying but this was my first sale, that I would understand, NEW Seller, New policy. When i heard they were holding funds on even existing customers who HAVE been selling and have been with them for years with GREAT feedback, I was livid. I never signed or agreed that my item could sit in someone's hands, be used and then get my money for it. NOWHERE did it say, before you sell this item there will be a hold on the shipping fees and funds, When i called PayPal they told me that they would release the funds with either a positive feedback or when the shipment arrives. Well the shipment arrived, and the tracking number they have, but still no funds are available. NOT RIGHT that they HOLD your money and don't release it until they feel like it. So we pay three times to sell one item, Pay for shipping, (although customer did), Pay for fees for selling, then pay for being a 'bleepin" customer!!!

Try looking at this another way.....

From what I am reading here, this is an attempt to maintain some integrity within the system by preventing "sellers" who are really scam artists from taking advantage of both buyers and PayPal. I purchased an item for $450 and the seller simply took my money and then pretended that he had mailed it and it was lost by USPS.....no tracking info required so I was just out of the money except for $175 from PayPal. Apparently I was not the only buyer either who was victimized at the same time. We (PayPal and I) both got burned and an unscruplous "seller" got away with scamming quite a few of us at once. I don't know this, but assume PayPal got hit for a portion paid by each buyer.

I absolutely agree! I'm completely LIVID about this!!! I've made paypal so much money in the 7 years I've been a member, NEVER getting funds reversed or bounced or ANYTHING, I even have a paypal credit card, and have used paypal for **bleep** near every payment I've ever made, (which of course they got a small portion of each time) and now they pull this **bleep**!? I'm so **bleep** I'm borderline ready to boycott paypal and actually put some time in telling the public how outrageously taken advantage of they could be if they use paypal.

Sure they aren't doing anything they CAN'T, but when your me, and you've been using paypal for YEARS and everything you do evolves around paypal, and now they **bleep** you like this, it starts to ruin all your plans FAST.

I would be a FOOL to keep using paypal with this policy! My 100% positive feedback on ebay would go down the drain in seconds, if I had to wait 21 days to ship everything!! This is outrageous I'm absolutely LIVID!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Just remember that ebay and paypal are the same company. Due to this many sellers are jumping

ship and going to other auction or selling places. After years of being with both I am leaving them.

I wouldn't even trust them anymore after this.

One of the things that attracted Me to EBAY was the speed at which You could sell and make some x-tra money fast! Now with them illegally holding My funds for their own benefit, it's not worth the time anymore..

Think Im going to sell My massive collection elsewhere!

I also agree. I shipped an item on Oct 15th USPS priority with confirmation. I put the tracking number in the system for confirmation on shipment it was signed for on the 19th. The buyer never posted any feedback and I am still waiting on the payment to clear.  I just had another item close and before I shipped it I sent the buyer an email telling them I will ship but they had to leave feedback upon arrival, I shipped the item once I got a reply stating will do.
