Because the shipping costs are included in the funds. If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

This is BS, I need the funds in my account to print the ship label. I will never use paypall again. I would rather have them mail me the money.

Thats the way I feel too but according to paypal they need proof of shipment before they release funds. This is BS too because they don't release them anyway.

As a really, really new person to Paypal, I'm getting concerned now too after reading this.
To make sure I understand, you're selling items say on, Ebay or Etsy, and a buyer pays for it, you ship it, and until the seller leaves feedback, you don't get paid?!
Am I understanding this correctly?
If so, that's crazy!

That is exactly what happens, but it gets much worse. They even hold the shipping money you put out of your own pocket! Oh ya, they take their fees out right away..The collect millions a day on interest. And if a buyer simply hits the "dispute" button, they take the money out of your account before they investigate anything. We are all fet up with this recent policy, me as well. After I complete a couple transactions and a dispute opened against me that is complete bs..I am going to only accept money orders or cashiers checks as payment. I will only use this to buy if the seller doesn't want a M.O.
This is so unfair, the CEO should have his head examined. Papal was supposed to be an alternative to high interest credit cards and time consuming bank transactions. I have had to wait over three weeks for a $60 art print I sent to Canada, the girl was so excited about it and wanted it fast so I spent $126 to ship it. She got it and signed for it but wouldn't leave feedback. It took 3 1/2 weeks to get MY OWN MONEY BACK!!!!!

Well...I believe with respect to Etsy the poster was explaining as to what goes on in Etsy with respect to how transactions are handled as opposed to how Paypal is shafting us.. what's happening is that sellers are expected to ship out an item they have yet to be paid for despite the buyer having paid for it, but due to paypal holding the funds that were immediately taken out of the buyers account. and from which paypal IMMEDIATELY takes their fees out, yet when it comes to the seller getting what the buyer paid for paypal places a hold on those funds for 21 days,and as such, we the sellers are not willing to take the risks that paypal wants to force us into, as it leads to an open door for abuse to us, and as can be seen in these posts, paypal does NOT do as they would want to have one believe, as many have shipped out items, got shafted by the buyer placing bogus complaints and in turn the seller loses the shipping costs that they shelled out of pocket, as WELL as the funds for the item that was paid when the buyer turned out to be shady in placing a claim as "item not as described" or whatever other bogus reason a buyer should so chose to then shaft the seller.

Come to think of it, if a person commits fraud what happens to them? Do they get their money back? NOOOO they go to JAIL where they belong for commiting the act! What sellers as WELL as paypal should do is put in a CLEAR warning that upon PROOF having been submitted that Mail fraud has taken place (a federal crime) on the part of the buyer..that they will be PROSECUTED to the full extent of the law..and actually make examples of people and post the fact that some HAVE been prosecuted..maybe THAT will teach them to stop hurting honest sellers whom need these funds, particularly in hard times that we are facing. And paypal needs to revert to the way it was intended to be, we get our money as immediately as it is taken out of the buyers account, buyers get what they paid for,and if there are any problems the claim is filed, then hold is placed on the funds, and when it is discovered that fraud was committed and the poor seller was actually a reputable and good seller whom was adversely affected by the hold, then PROSECUTE the bums that try it!

Heck an even BETTER solution for all involved would be to NOT place a holds on our funds AT ALL when a claim is placed, but INSTEAD implement a policy where upon the buyer having proved sufficiently that the item was not as described or whatever emails have been exchanged with the proof having been submited to both paypal and the seller give the seller the opportunity to refute with his OWN proof, and if the claim has merit THEN place the hold on the sellers funds pending a refund or whatever agreement the seller and buyer come to to resolve it.

Just to let you know that NO ONE is safe, check out my name. Yes, I list things for an ALL volunteer charity. NO ONE gets paid for doing any of the work that we do in our store, including me. I never even got an email from eBay or PayPal about the whole "hold your money" thing and I didn't get an email that my latest customer had filed a dispute. I sold her 4 vintage pottery items that she paid Way below wholesale for. In fact, shipping it cost more than she bid. The actual sale was for 2 pots plus an extra 2 thrown in as sweeteners. I ship it Oct 26, but she doesn't get it until Nov. 19th. Not my fault she's not home for the 3 previous trys. She claims all of the pieces are broken. I asked her to take a pic so that I can start the claim procedure and I get........nothing. Then it's "I want most of my money back" and again I ask for pics and I get nothing. Then I go to PayPal to do the monthly printout and WHAT??????????? PayPal has taken all the money and put it on hold due to the fact she filed a dispute on the 25th as "items not as described". Well, I hope not as we don't ship broken pottery around! Also, she's snotty about having to pay for the 2 extra items! If she didn't want them, she could have told us. So, here we are, a charity that has already disbursed those funds to the needy and PayPal has put a hold on it, which puts us in the minus catagory for funds. Mind you, we are small and don't sell much on eBay. We started selling there as sometimes we have high ticket items come into our thrift store and we can't charge what they're worth. Shoot, sometimes we can't get what they're worth on eBay! Now, with this hold thing and disputes being opened and the funds being held with NO warning etc., we may just have to stop selling on the net altogether. This in a time when more people need our help more than ever.

ya'll are absolutly within your legal rights to refuse to ship with your own personal money. The buyer paid for shipping therefore the shipping must come out of that fund, if paypal/ebay feel like being on a power trip then they can take the heat from the buyer. IF the buyer complains, expplain situation and that they are to take it up with them. It gets you released everytime.

If you continue to send those emails that could be considered feedback extortion which is against ebay policy and it could get you suspended.
