Open Dispute

I have an open dispute and am not able to mail the items that were (the wrong thing/not as described) sent to me. The return address from the seller (who made an offer that I refused) gave me was in Chinese, I can't read Chinese, nor can anyone in my small town. I have been trying to contact PayPal to find out what to do but, I am unable to find a way to do so. Everytime I try to "chat" I get the robot, I'm not able to stay on the site all day long and wait for an actual person to answer me, my "response is due" tomorrow November 8! Which is Sunday and nobody works on Sundays! Should I mail to the USA address on the package?

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?
