Issues lifting annual receiving limit

Hi I created a new business paypall account and have been given an annual receiving limit. I checked the steps for lifting and from the business setup page it only asks me for the card details before redirecting me back to the same page without the option to add any more details.
I have emailed a few times and also called and had no response and it's been a few weeks now and still, nothing has progressed. Nothing showing up in the resolution centre either. Any ideas?
