i can't add my VISA Debit card into paypal?

hi, am adding my Global Debit-**bleep**-ATM card (VISA) to paypal, but it keep saying as;
"This credit card has been refused by the bank that issued your credit card. For details on why your card was refused, please contact your credit card issuer's Customer Service department. Or, you may want to try adding a different credit card."
what is the problem here? i used my card and withdrawed money in last week too.
should i contact my bank or anyone here can help me?

Hi umm,
I've been trying to verify my Mastercard Debit card, but whenever I do it'll say
"The Card Verification System used by PayPal is currently unavailable. Please try to add your card at a later time. We apologize for this inconvenience."
Why does it say that?? Is your system having some kind of difficulty? Or is there just something wrong wit my card?
My mastercard has sufficient fund's in it and I bought something with it online recently, a few days ago actually, and without any problem's either. Reading all these previous comment's here, I'm going to assume PayPal has some sort of system issue when it come's to adding card's sometime's. Can someone please answer me as fast as possible?

Sometimes you may experience issues when you try to make an update on your account using the app or a connection that is not trusted. If you were using a different device, please try again from your home computer and let us know how it goes.

hello, i cant add credit card too, i have used paypal for some years before and now i have problems. getting message "We were unable to process your credit card registration at this time. We apologize for the inconvenience. Please try again at a later date." Iam trying to add credit card from my home pc.

Help me , My last credit card has been expired and i need to add new one , but i cant add my credit card , and i cant even find how to fix this problem on Resolution center , can somebody help me? i need to buy something in ebay

hello,i'm achmad soni adiffa,i use ANZ TRAVEL CARD VISA....and when i click continue after filling my information correctly...i got an error message >> We were unable to process your credit card registration at this time. We apologize for the inconvenience. Please try again at a later date.
notes:
1.the information i fill is right
2.i can use the card in the other online / offline store
but still got that message...please solve my problem 😞

i've added my card a few day ago and paypal accepted it then i proceeded to confirming it and got charged got the code 2 days later and i log in to paypal and my card was removed,i added it again and it show that it has been added and then disappears ive tried adding it 4 time now and everytime charges me when i try to add it but card keep dissapearing i can see it in old account view then but i click on uptade it shows again that i have now card this is just ridiculous what it going on

That is exactly what is happening to me now but it disappears right after i add it, I want to increase withdraw limit but i can"t

I experienced the same problem, but found the solution.
I couldn't add my VISA Credit card to my PayPal account after a new card was issued.
eBay website gave the following error: "couldn't verify the 3 digit verification number printed on the back of your card"
(There was no Credit card linked to my PayPal account at the time.)
1. Initially PayPal couldn't find any problem on my account.
2.. When I contacted my bank, they stated there is no block or problem with the card.
3. PayPal adviced me after the second call that the $1 test charge is declined by my bank when I tried to add the Credit Card.
4. After contacting the bank for a 3rd time and advising them about the issue with the $1 test charge from PayPal, they advised me they had to do a test in the background and they found a block.
5. My card was a secondary card on the account, and the block was on the secondary account, not on the main account, and the bank was only able to see the problem in their back systems.
Therefore, the problem was with my bank, and not with PayPal.
VERIFY WITH PAYPAL IF THE $1 "TEST CHARGE" IS THE PROBLEM.
AFTER CONTACTING PAYPAL, ADVISE YOUR BANK THAT THE $1 PAYPAL TEST CHARGE IS DECLINED.
