I was scammed and PayPal found in favor of the scammer.

A few months ago, I purchased 3 virtual items from a game server.
After a long time of trying to get in contact with the seller, I disputed the purchase.
The seller claimed they are not associated with the organiztion I had purchased the items from and threatened legal action if I filed a claim against them.
After I submitted my claim, he provided "tracking information".
In my experience, you can not have tracking information for a digital good.
PayPal allowed the scammer to keep $100 of my money even though the seller admitted he was not part of the organiztion I had bought the items from.
I have 2 questions:
I heard PayPal was supposed to be awesome with their customer protection, but they let me get scammed for $100 by someone who openly admitted he was not part of the organization and could not give me my items. Why would they let me get scammed?
Why did they close the case and not let me either a) see the evidence or b) dispute the evidence with MY OWN evidence?

Appeal the case when given the option to if their initial decision was wrong. The first go-around was probably handled by bots and they go straight for the tracking number.

Even if the tracking information does not actually exist because it is a digital good?

They are bots so false positives may occur but you can appeal the case when the option is available and submit your compelling proof. Or you can call PayPal to speak with a dispute specialist to appeal the case. We are PayPal users just like you and can't offer any opinions on the decision as it will have no influence on your case with PayPal, they have final say but can give you a lead to what you can do next. It is on you to make the argument to PayPal why they should decide the case in you favor.
Submit compelling proof that the goods are virtual and that the tracking is invalid.

Know how you feel watermellon, just got scammed on the same kinda thing but worse, a hacked ebay and paypal account and Paypal still refunded the con merchant.

SAme here I feel this is a loop hole to get free digital goods. Paypal shoudl be asamed of themselves for allowing these disbuted transactions to be refunded. I am out my digital game and money.

I used to trust Paypal but not anymore.. I had case with them.. and I am the seller. I sold item on ebay and the buyer paid for the item and after that closed his ebay account. I recieved email from ebay saying this is suspecious account. so I called paypal telling them what was going on. the rep. said that i should ship it because the money was transfered to my account and i have no reason to not ship it. after 4 months the buyer opened claim not with paypal but his bank for unauthorized transaction. paypal instaed to contacted me, they took the money from my account. and left my account negative. i provided all the information required to paypal like track no. (delivered) and talked with them saying this is person address in ur record and this is the track no. showing delievered.. if this person want his money.. then i want my item back and it was $119. guess what.. paypal they knew that this person he is scammer but because he went through his financial institue and they have no control over that. so they closed the case in favor the scammer. not only that they reported my account to collection agency and reported me that i do have negative amount.. instead to contacted me.... i called paypal and talked to them.. and i said i want my item back or i want to appeal the case.
they refused. they said what we can do is sending email to the buyer to send ur item back (i doubt they did) and they were rude in the phone... I DO NOT TRUST PAY PAL and I really don't appreciate them at all for what they did with me,

What werre the details of the PayPal transaction? Did it indicate "OK to ship" or not?
What was the product.
What were the origin and destination countries.
What shiping service?
Did you add the tracking number to the PayPal transaction record?
PayPal has very good seller protection BUT you comply with all aspects of the requirements. Did you?

seller must prove he has shipped the item(it does not have to be delivered)
did you get socked with a $20 chargeback fee?
