Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said
"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

I have the same issue.  When I chose to use a different method to paypal instead of my paypal balance, the drop down for credit cards does not show up - All that shows is either paypal balance, or echeck from checking account.  I called Paypal and they don't have a clue........I hope someone figures it out as I still need to pay for a couple of auctions I won.

Hey all, I actually solved the 10417 issue already here.  It's not really an 'error' just our system working normally in ways that we may not all agree with. 🙂

 

NSL, your issue is a little different.  If you have a PayPal balance, you don't get the option to use your credit card first.  You can set it as the back up funding, but our system is designed to use the PayPal balance before anything else.  The only caveat to this is the echeck, and that pulls the full amount and leaves the balance alone.

I don't get an error code, just the message that 'I can't use this card to pay for this transaction' or if I try to use the 'Send Money' option to pay for eBay purchases as instructed by customer service when I called PayPal Sunday afternoon, I just get the message 'An error occurred while processing your Pay for eBay Items.' No explanation, just recommends that I go back to eBay to pay for purchases which I tried multiple times to no avail. If PayPal or eBay are having an issue which it appears they are, it would be most helpful if they'd have a 'News Update' on their home page or somewhere to alert buyers of this issue. My account is in good standing, no issues, limits, or restrictions could be found by Paypal customer service. More than enough balance with the credit card I was trying to use. So what is the real issue??? I have a Paypal balance of .63 which normally would be the first form of payment backed up by any credit card or bank I choose. I have another credit card that has a good balance that also won't work. I think there is an issue with paying with credit cards on Paypal and an even bigger issue with communicating this to members. Very disappointing especially as a seller AND a buyer. I love the security of Paypal but am very discouraged by this and I am not alone. The posts on this topic are probably only a small percentage of those having this same issue who grew so frustrated that they had to tell someone about it and see if anyone else is having the same problem like I am.

So I have been getting this error code for the past few days, which made no sense considering I updated my bank information about 2 months ago. As it turns out, if you're using a debit card for your bank account, you must register that separately from your bank account, or else it makes you wait the 3-5 business days to transfer money. Once I put my current card on there, all my payments were processed instantaneously. Hope this helps 🙂

i am trying to pay something ....... and i can't do it.......... it say's something about an error......... i have a visa a card and i had used it before without a problem. Please help me!!!

I keep getting the same message. I tried calling PayPal but the wait time is over 25 minutes. Shocker. I also tried emailing them to the address they posted for customer service. That was a bust, I got a lame canned email back saying they cannot respond from that address, blah blah blah. Yet it's posted as the Customer Service address. Lovely. So, I sent them another one from the PayPal website (rather than the link from ebay's paypal). Hopefully that will work. It said it will take 48-72 hours to get a response. Meanwhile, I sent the people I owe money too messages letting them know I'm serious about my auction wins and will pay promplty (when paypal fixes their crap). If you find out anything sooner than 48-72 hours later, please let me know and I will do the same.

I purchased two items off ebay yesterday using paypal and everything worked fine, today i'm trying to purchase and item for 5 dollars and i keep getting error 10417, what is that error and how do i fix it? It cant be my credit card because i went shopping with it yesterday.
