Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said

"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

Same problem here... Won't let me pay for an item won in an auction. Worked fine a couple of weeks ago.

I would just like to report that I am having the error code pop up when I try to pay for an item on eBay. I have a credit card attached to the account. I am frustrated because I won the auction, and have no means of paying the seller. This is causing both of us many problems, and could hurt my reputation on eBay for future buying. I would just like for this problem to get solved as soon as possible.

Once more for anyone who can fix the problem, I am also getting 10417 error code. I have carried a 100% eBay profile for over 5 years now, you had better believe I'm gonna be angry if this gets messed up.

Whenever I try to confirm my ebay purchase I recieve the error #10417, I am using a credit card that I have confirmed to my paypal account so I don't know why it wouldn't work.  I would like to get this purchase confirmed asap, does anyone have any solutions?

I am on a mac using the Google Chrome browser if that changes anything.

Hi I have a problem to pay my order on Ebay, yesterday I try to pay and today also but I still recieve the error code # 10417 and it says: Your request could not be rocessed at this time.
