Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said

"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

For few days I have  had a problem with my pay pal account I mean ıt seems I have...I checked my bank account and ıt is ok..When I buy the same item from other sellers it is ok but some seller's account have problems..ıt says we were not able to proceed your payment at the moment.I tried several times but it did not work..So the seller asks for money and ıf I dont pay it will give me headache...!!What should I do??This is not my problem actually but yours..!you had better cover my problem and  get in touch with the seller for this problem...! ıt is well-done-only and the item number is Case #319271358...Thanks!

I received the Error Code #10417 when trying to process a payment.  I called Customer Service and they were able to give me a solution immediately.  In my case, I have the default account as my bank account.  These instant payments take 3 to 5 days to process according to their policy.  If something happens with this form of payment, they will use your back-up payment account.  My credit card that was my back-up payment was expiring within this time period.  Because they technically had no back-up payment, the payment would not process. 

I simply updated the credit card information and my payment was processed like normal through my bank account.

This is a Machine-Generated Error Code(MGEC) for General Field Error (GFE). Also, if there is any glitch in the Simultaneous Issuer-Payee Synchronized Exchange Procedure (SIPS-EP), it automatically generates the SIPS-EP Error Interface, prompting the message. So, just check-up all relevant areas of your card especially balance and linking to paypal and in some cases expiration; and you'll identify the problem in no tym. Wishing you luck!

I'm trying to buy somthing off of Ebay and I get this Error Code #10417. I really don't want to keep my seller waiting and get negative feedback. So if anyone has any idea what's going on please tell me.

I am having the same trouble with paying for my Ebay items, is there something wrong with Paypal?  I end up getting an error message saying "We were not able to process you payment".

If it was already solved then why do i keep getting this problem? you guys need to fix this, cause it is frustruating me alot!! It's been more than a month for me, I can't buy anything cause of that error code!! This needs to be fixed ASAP!!!!!!!!!!!!!!!

I recently got Error Code #10417 while attempting to pay for an item on ebay.

After reading the other threads on this subject I didn't find anything that helped to solve the issue for me.

So I contacted the Co-Operative bank to find out if they had declined the transaction.

They informed me that they were having issues with processing online transactions and due to this my paypal transaction had been flagged as fraudulent and my card had been blocked.

After getting my card unblocked, I tried to make the payment again, and my card was blocked again.

So I contacted the bank again to get my card unblocked, and this time attempted to make the payment again.

On this attempt I was successful
