Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said

"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

Where's the ANSWER????????????  Call you?? I just answer your freakin security questions, change the password, confirm the address...man WHAT ELSE I NEED TO DO??? Now I can make payments using Bank Account and my credit cards BUT WHY I CAN'T USE MY PAYPAL SMARTCONNECT?

Having the exact problem .. It is an substantial problem .. You people should fix this .. It is almost 4 months now!

+ Paypal should not forced us/users while we pay to ship only to the address which is the same to credit card bill address!

Hello guys!

I was also having this 10417 problem "Your request could not be processed at this time" when trying to pay some stuffs from eBay. But I am able to solve it and want to share it with you guys, hopefully that this is applicable to you all.

This error only happened when I was trying to buy something that was 'expensive'; I am able to pay/checkout successfully when buying something 'cheap'. FYI, I am using my bank's ATM/debit card and link it with my Paypal. Apparently, my bank has set a certain limit of how much I could spend online, so I need to lift this limit. I went to an auto-teller machine (ATM), insert my debit card and looked for these kind of option. In my case, there are 3 limits: withdrawal limit, transfer limit and purchase limit. It was the purchase limit that I was looking for, and I've raised it a bit higher. After that, I tried paying the 'expensive' stuff I bought and able to checkout successfully.

So for you guys, try to ask your bank/card provider and/or check in your ATM, and try to find if there are options to lift your 'purchase limit' or something similar. If you can usually pay for 'cheaper' stuffs but can't for 'expensive' ones, I believe this must the limit the bank impose on you.

I'm having the same issue.  I don't know what to do.  All I know is, i've won 2 items on ebay, and don't know if i'll be able to pay for them.  I don't know if its a system issue or what?
