Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said

"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

I have been a PayPal and Ebay user for over 8 years and have NEVER had a single problem.. now today I bought one item on Ebay with no problem, then I buy nother item and it gives me ERROR CODE 10417!! Does any one know what this is?? I have 100% feedback with Ebay and I don't want it to be ruined for something that is not MY fault because I can't pay for it. I've searched the paypal help and couldn't find anything. I am a loyal user and it would be a shame to end it over a silly errorr. PLEASE HELP!!

I need to pay for a purchase, but paypal doesn't let me to.

Please, correct this issue, otherwise I will lose money and will receive negative feedback.

I believe that, if this happens, I can prossecute paypal, can't I?

I can log into paypal with my password, but when I try to pay through ebay, it won't let me. HELP

Same error here, and so many people having the same problem, but no answers.

I bought 2 itens, one of those I paid, but another i cant do the same.
We need a solution please.

I have the cursed Error Code #10417, went to the "help center" and it put me in a random spin. Found the Contact us tab at the bottom. Clicked it and now I cant seem to log into Paypay!!

I am getting very frustrated! This month alone I have had sales in the $4,000 range and now I cant access my account or recieve money or spend money! I am ending my auctions closing my account and moving my business to someplace different!

The error codes that are not allowing many users to pay for EBay purchases are ridiculous.  many users are leaving, remedy this situation quickly.  Why is no one from paypal monitoring the site to answer our questions?  The virtual help is totally useless.  We need answers immediately many of our feedback ratings are going down which costs us money!!
