A family member has been subject to a dispute for a service he provided. Customer has won the dispute unfairly PP have closed the case leaving him with £1000+ negative balance. Can PP take the funds from his bank account without his permission?

No. If the debt is not paid then they will limit the account.
Any funds received into the account would be used to reduce the negative balance.
If not paid Paypal would pass the debt on to a debt collection agency.
Advice is voluntary.

Thank you for your post and welcome to the PayPal Community forum!
The information that was helpfully provided by @kernowlass is most of it. If the debt remains unpaid, the account would be charged off and the account locked, and funds received would reduce the negative balance. If a payment is sent while the balance is negative, the amount of the payment and the remaining negative balance would both be charged to the payment method.
