How do I escalate a claim PayPal closed based on false information?

I ordered a package from a vendor that was delivered to the wrong address. I know from the picture FedEx included in the tracking history that the address they delivered to was a previous address where I haven't lived in two years. The address in the seller's invoice as well as PayPal's invoice has my correct address. The front doors and porches of each address look nothing alike. I contacted the seller directly to inquire about the package, and at the same time contacted my former next-door neighbors to see if they can ask the current homeowners about the package. 

 

Two days after inquiring with the neighbors next door, they hadn't heard back, and I also had no reply from the seller so I proceeded to call their customer service line. Their response ultimately was that FedEx claimed to have accurately delivered the package, so my only course of resolution was to dispute the transaction through PayPal. 

 

I opened an inquiry on 5/6, providing photo evidence showing how my front door does not match the front door featured in FedEx's picture. I also provided the exact address of the errant delivery, encouraging the seller to look this address up on Google Maps ton confirm that was indeed the house where the package was delivered, NOT my current address that was listed on all invoices (the front porch of my former home is distinct enough in it's color scheme and shape that zooming in on it via Streetview confirms where the delivery pic was taken). The seller did not respond by the morning of 5/13, so I escalated it to PayPal. 

 

PayPal quickly closed and denied the dispute, choosing to believe the seller that the package was delivered to me. I suspect none of the evidence was reviewed, as anyone who saw both photos of the corresponding front doors would conclude the package was delivered to the wrong house. At the same time, I had a case opened with FedEx who had also closed the case, claiming they delivered to the correct address.

 

During this wait, I also heard back from the next door neighbor and the new homeowners surrendered the package to them for me to pickup. I acquired the package, and there is indeed an additional shipping label that was placed over the seller's shipping label that listed this prior address of mine. I am looking for a way to re-open and possibly escalate this claim/dispute, as PayPal prematurely closed it based on information that is verifiably false. 

 

I hope PayPal can understand it is not acceptable for a seller's package delivery service to redirect packages without the consent of the recipient nor the sender. I can't imagine PayPal would be happy if they had ordered new backup servers and had them delivered to the wrong business, only to claim they were delivered correctly and do nothing about it. At a minimum I seek reimbursement for the shipping costs, which were part of what I had paid as part of the transaction, but also some restitution for the fact that I have wasted well over 3 hours of my time tracking down this package and seeking resolution only to have the seller, FedEx and PayPal all ignore the evidence that the package was not delivered correctly. FedEx is straight up lying about where they left this package, and if their trucks have any advanced telemetry in them then anyone in their IT department with sufficient privileges can tell you that truck was not at the correct address when the delivery picture was taken.  

 

Furthermore, the seller needs to understand that if their delivery service (FedEx) does not correct the systemic issue that led to this mistake (my guess is they keep a database of customer info, recognized my name as being unique in my zip code, and decided to re-direct the package to the old address they had on file), then this will continue to happen if I place additional orders with them (spoiler alert: I probably will not based on this issue). That although this was clearly an issue on the FedEx end of this transaction, ultimately I didn't pay FedEx the $15 for delivery, I paid the seller $15, so someone in their administration needs to hold FedEx accountable for this mistake. 

 

TL;DR--Bought a package that was delivered to my previous home. Seller doesn't believe me that it was delivered incorrectly. Neither the seller, FedEx, nor PayPal believe the evidence I provided demonstrating the truth. Looking to re-open this dispute with PayPal to escalate it due to the dispute being closed without review of the evidence.
