Money sent to wrong person

Sent $ to wrong person via friends and family and recipient won't respond to messages or return funds. Do I have any recourse?

Private legal action if the person is in the same country as you maybe?

Or if you funded your paypal payment via a credit card then you could try a chargeback but as it was a gift payment they may decline as well unfortunately.
