"Your card has been declined. Please try a different payment method." Despite being new

Just opened/bought a brand new card and tried to link it with my paypal account but for some odd reason. Paypal won't accept it either way (whether it be the physical card or even the virtual card) anyone has ideas on how to solve this problem?

(for reference, I'm using a paymaya to link to paypal.)
