i can't link credit card

When I try to link my credit card, prompt me Your card has been declined. Please try a different payment method.My friend and I are linked to the same type of credit card, but he can succeed, I want to know what the reason is?

Have you had the card added to any other paypal account previously?

Is the card in your name and is the billing address of the card the same as your paypal account address.

Are there available funds on the card to allow for the confirmation process?

Is it a virtual / digital card?
