Basically PayPal needs to verify the account info you entered by submitting photo ID, proof of address before you can use the banking type features of the account. Are you able to hold a balance in your PayPal account? If not, then you have to set up a Balance Account. A Balance Account allows you to hold funds in PayPal account, use PayPal Savings, use PayPal Crypto, use direct deposit, add cash, use pay bills, use cash a check, apply/use a PayPal debit card.
Perhaps you should apply for a PayPal debit card, set up direct deposit or accept a payment and elect to ‘Keep it in PayPal’ to set up a Balance account.
Linking a bank account verifies your PayPal account, linking a card confirms your physical/billing address.
