Paypal HTTP 400 Bad Request Error when attempting to complete online purchases

I've been having issues with completing transactions through several online sellers.  It goes through the express checkout process to only give me a 400 error when attempting to sign into Paypal.  It seems to be an issue with certain European sellers (I'm in the USA) that use the intermediary Western Bid. 

 

I attempted transactions on different PCs, different browsers, three different ISPs, cleared my cache multiple times, etc.  I worked directly with the vendors and all of them thought the issue was with my account and I concur.  I went through all the account settings, no limitations, nothing is blocked, etc.  The vendor can manually send me an invoice for the order and I can pay it no problem.

I am sorry to know that you're unable to make online payment and I understand this can be frustrating. Generally, this code indicates that the server cannot or will not process the request due to something that is perceived to be a client error. In this case, the option is to clearing cache and cookies or try using different browser or device at a later time to see if that works  as there are no restrictions on your account.
