Paypal hold on first time refund amount

Hi, My paypal is a UAE based account, there is no option to send as "family and friends", i only use paypal to complete my online digital goods purchases and sometimes to send money to known colleagues abroad mostly US and other European countries. Recently one such colleague based in EUR refunded one payment i done to him and the amount was refunded to my Paypal balance and its been kept on hold. Because of this hold im not able to do further payment transactions too. Kindly advise. Please note i updated the refund transaction as returned and asked my colleague who refunded to mark as received to speed up the process
