Didn't Receive My Authorization Hold Refund Yet.

I didn't receive a refund on the authorization hold for the purchase that I had made on the 27 of June, I don't understand why it's taking this long for it to be released back into my Paypal debit card. I had made an online purchase order with the merchants TARGET.COM in the amount totaling $83.48 this total includes the authorization hold that was placed for my order. The completed purchase order total is in the amount of $65.98. I have spoken with the merchants on the phone. They had told me, the order has been completed and the request to release the hold on my funds was sent out to my card issuer and i would need to contact them. when i did get in contact with a paypal agent they said that the refund was funded back into my paypal debit card. which is not true there is nothing in my monthly statement that state that a refund payment was received from either PAYPAL themselves nor TARGET.com. paypal tells me to contact the merchant and the merchant tells me to contact my card issuer. now i'm just going in a circle and nothing gets resolved.
