I can't add any money or fund to my balance, there is no "send money" button.

I can't add money to my account. there is no "send money" button below my balance. There is a "Send Payment" button but when I clicked it, a message appear that says "there is nothing to transfer right now, try again when you have a paypal balance". How do I add to my balance? I've seen many tutorials, and all of them has "Send money" button, mine don't. thankss guys
I'm new here, I've just made my first account and linked my bank account (it says confirmed). I haven't linked a card, because it always got declined.

The option to add funds to a Paypal balance is unfortunately not available in every country.
If you go to transfer below your balance and there is only the withdraw option then you won't be able to add funds.
However as a buyer you never need funds in your Paypal balance.
Paypal will automatically take payment from any confirmed bank account or card (whichever is eligible in your country) during the payment process.

If you have the option to select a funding source then you can do so here...
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.

here is my actual case:
I tried purchasing something from a website that provides paypal as a payment method. as I clicked it, it required me to input my card wtih a dialogue box just like on the website. I have a debit card so I entered all the info on my debit card, but it always got declined. so i thought I could add money to my balance to pay it, but the I'm not able to do so.
I guess after reading the articles you provided me I should ask my bank if there is any authorization charge that got declined. though I never received any notification about it.
My "linked bank account" status is apparently already "confirmed", though I have never received any transfer from paypal to confirm it. is it normal?
