All transactions are reviewed or are waiting for the funds to clear their bank perhaps.
Also make sure your info on your PayPal account, match the info attached to tax refund payment ie. same name & address. Do not accept tax refunds or government payments for someone else without prearrangement with the gov ie. you’re the designated payee on record with gov, for instance. This should be obvious but folks still need to be told.
