Yes, you can still send and receive money with your PayPal account, even if you have not linked a bank account.
If you have a verified PayPal account with a virtual Mastercard, you can use it to make purchases online or in-store, anywhere Mastercard is accepted. Additionally, you can receive payments in your PayPal account and use the funds to make purchases using your virtual Mastercard.
However, without a linked bank account, you won't be able to withdraw funds from your PayPal account to your bank account. To do this, you will need to link a bank account to your PayPal account. To link a bank account, go to your PayPal account, click on the "Wallet" section, and follow the prompts to add a bank account.

In your country you would need to add and confirm a visa credit card, not sure that virtual cards would be accepted if you can't confirm them?
