Refund not received or on balance

Hi,

I have requested transfer money from Paypal to my bank account, but 2 weeks passed nothing arrived yet. I asked my bank account, they said the card is linked to Paypal but they have not checked out any transaction. They can not check anything else because Paypal is the side who made this transaction. 

Anyone gets the same matter? Pls help me a solution because I cant call Paypal, I am in Vietnam. Chatted with them, but no answer. Also I do not see any updates from Paypal about the status like "pending, confirmed,..." on system.

I thought you could only withdraw funds to a linked and confirmed bank account in your country and not a card?
