Money sent to friend is charged fee

When sending money to a particular friend, PayPal keeps defaulting to "products/services" mode and charging her a fee. How can I change this since an option to do so doesn't appear.

During payment process just click the “Change” link next to “Sending for an item or service” if sending via website or click “Goods and Services” on the Review Payment window when sending on the app to change it.
Note: There are some countries/regions where it is goods and services option only. Furthermore, PayPal US business accounts can no longer receive personal payments from US personal accounts. US personal accounts won’t be able to send personal payments to US business account either. And on October 31, this same policy will apply to non-US business accounts.
