How can I have money sent to my PayPal and receive it...and then after receiving it sending it to my other financial account . Now that amount that was sent to me is showing that I owe it on paypal I don't understand how I can know something that was sent to me it was received and I took it from PayPal like I always do now I all that amount how
Because the sender filed a complaint against you to get the money back and PayPal takes and holds the amount from your PayPal balance until they decide who gets the money. If you took out the money received, you now have negative balance.
If PayPal returns the money to sender, you have to put the money you took out back into your PayPal account balance to make it zero again.
