Is there a fee to Send cash using a credit card and is there a limit?

If someone wants to send me money over 10k using a credit card, is there a fee to do this? Is there an additional fee when transferring the money into my bank account? Also, can I decide exactly how much I want to transfer into my bank account?

Yes, but up to the withdrawal amount limits, see the last two links and scroll past the withdrawal fees.

Also note:

If one don't have a PayPal account, one can send a one-time payment of up to $4,000.

If one has a PayPal account and is Verified, there’s no limit on the total amount of money one can send from their account. One can send up to $60,000, but may be limited to $10,000, in a single transaction. (This amount can vary, though, depending on the currency used.)
