Help with Paypal not giving full amount and refunds

Hello, I sent a seller 10$ and all he got was 5$. He said this happened to a cousin of his and that Paypal will refund me the 5$ back within a period of time. I just wanted to know if this issue has actually happened before and if so, how long does it usually take for them to give it back?

Thank you for your post and welcome to the PayPal Community Forum! 

This does not sound like a PayPal process and I would not advise sending the seller any additional payments to cover this. 

The seller could be referring to the fees that were deducted from the payment. Information on fees can be found here: PayPal Fee's 

I would ask that the seller gets in touch with us directly or reviews the link above if they need more help with this.
