Customer invoice did not contain a Pay Now button

I sent an invoice to a customer who is not permitted to create a PayPal account. Unfortunately there is no option for her to pay the invoice via credit card instead of creating a PayPal account. I have PayPal Account Optional set to On, but for some reason her invoice when she clicks on Pay Now, she gets a message that says "This country or region requires you to have a PayPal account to send money. Please sign up to continue." She is in Pittsburgh, PA and the Country of residence says United States. I've never had this problem before. How can I arrange payment if she can't create an account?

Have client clear out browser cache and PayPal cookies, restart their device to get local internet connection and turn off any VPNs they might be using.

Thanks. I sent her your message. I also created a Buy Now button on my website to see if that would work for her.
