How to get in touch with PayPal?

Why do I have to ask the community in the first place?

I have a payment complaint that the community can not resolve at all, but I am unable to get in touch with PayPal via any means.

No email address, no phone number, the resolution center is a piece of trash that tells me to ask the community. Don't get me wrong peeps, I got nothing against you, but I just don't see how a community member would be able to resolve a transaction specific complaint. I am just wasting my time around, and can already tell that after resolving this issue, I will never use PayPal again, that is 100% sure.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
