Cancelled transaction not refunded

Last Christmas I attempted to send $100 gift to a relative, using his phone number, which I entered correctly. The transaction was completed except that it was not sent to my relative. I reported this within minutes, and have had numerous email communications with PayPal regarding this. In fact they never refunded it, and although they said it would be refunded, decided that the case is closed. This is really unacceptable. I have heard from others that the were successful in recovering their funds. Apparently PayPal's policy of not cancelling transactions such as this relates to there being funds sent to friends. I have used PayPal for business transactions for years.

If it was sent using the friends/family option and shows as completed (not pending or unclaimed) then it has successfully transferred to the number you sent it to that is linked to an active account.

 

So was the number recycled and no longer your friends? Or did they not know how to access the funds.

Only paypal cannot force a refund for a 'gift' payment, however the person that received it can easily refund it.
