5% Fee / over $250 on a USD (form Canada) to USD (in Germany) transfer, is that normal?

I received USD from Canada into my USD account in Germany and was changed 5% (over $250). Isn't that too much considering there was no currency conversion?

Why do I, the receiver, get charged (4.48%) and not the sender?
And how can we (sender/receiver) reduce this fee?
It's not feasible to send regularly with those fees (considering this transaction does not even involve a currency conversion).
