Resolution Center asks for nebulous "info", then ignored all info and closed the case

Do any humans work at PayPal anymore?

I opened a case because I wanted to return an item (returns are allowed, per seller) and they weren't working with me to allow that.

PayPal sat on the case for 12 days, then demanded (in small type at the very bottom of an email message) "more info" (with no explanation of what "info" they wanted. I missed their 3 day deadline and they closed the case.

I complained, they reopened the case, and despite my logging in every few days to ask what they were doing, they again SAT ON IT, this time for over a month, then again closed it claiming I didn't supply the "requested additional information". Of course, no one ever replied to my queries of "what is going on? and, this time, there was no email saying :we're waiting for a response from you".

Is it all bots now? Is anybody there?

Paypal covers you for ''non receipt of item'' OR ''item received but not as described''.

If you select the latter then when you file the dispute you have to provide full information on what was wrong with the item.

If the item was described accurately but you just didn't like it and wanted to return it then that would not be covered by buyer protection and would be between you and the merchant to sort out.

If the merchant failed to accept the refund request then you could seek private legal action ie via a small claims court (if you have that in your country + the seller is in the same country as you) OR you could try a chargeback via your card issuer if you funded your Paypal payment that way.

Advice is voluntary.
Kudos / Solution appreciated.

I did that. Twice.
