Paypal Denied Multiple Cases Against The Seller for $50k Without A Seller Response?

I need help with 40 claims against a seller for about $50,000.  Did I do something wrong because I just lost all 40 claims?

For 2 of the 28 claims I was asked to provide additional information as the seller responded. But I was not allowed to see the sellers response. So it was hard for me to know exactly what I was responding to. The other 38 never requested additional information from me. The 38 had a status of the seller responded and it was in review by Paypal. I questioned this with Paypal support and they told me I was actually Responding to Paypal, not the actual seller.

I submitted my response, blindly, to the 2 cases. Paypal then closed all 40 claims. I cannot see the sellers response.

The cases were closed with one of these randomly as a reason

The case was closed in the seller’s favor as the item wasn’t damaged, different or missing any parts as described by you.

The case was closed as this transaction is ineligible for PayPal Purchase Protection.

I do not see that marketing or advertising are prohibited services with paypal. I also do not see advertising or marketing as something that is not covered under Paypal's seller protection program.

What did I do wrong?

Payments were made as part a complete marketing and advertising program.
The $50k was for one service with multiple payments.  My claims were for significantly not as described for advertising and marketing services. The marketing company created false data reports to show our revenue from their marketing and advertising services. However, we questioned their results when they claimed they made us $200k in revenue on our site. We took in $150k in total revenue on our site from all marketing sources, including theirs.  It was fairly black and white. They never responded after we questions it.

Got a bit more info on this. Paypal support told me that I was accused of "buyer abuse" because I filed too many claims at once.  They did not research my claim details and they did not wait for the seller to respond.
