case rejected only after 3 days of ordering

the short story :
I ordered from the seller (2022/05/31) - he got the payment in pending status -
he says he will not ship the product until payment is released - I refused that and asked for a refund -
he did not respond so I make a dispute (only after 3 days of payment was sent - and payment still pending in his account)
then the case closed in his favour, I don't know HOW THAT HAPPEN!! 8190$ GONE -- the seller has not provided any proof
what I can do and how I can appeal the case outcome : if there any email I can send to
pleas help me and thanks in advance

What did you open the case as? Item not received or unauthorized activity? PayPal will deny the unauthorized activity case.
Did you send an eCheck or pay by credit card? eChecks have to clear the bank first so yes, seller should wait until pending eCheck is cleared first to ship. But if you paid with card or instant transfer via bank account, and the payment is completed on your end but Pending for the seller because PayPal is holding the money for 21 days, tell the seller to ship and PayPal will release the hold 1 day after confirmed delivery if they provide the tracking number. Seller should click on the payment and it will tell them what to do next!!!! If it is ok to ship or not!! Why some sellers so goofy and silly?! lol
If there aren’t any issues with the transaction or account, the payment will be released 21 days after receipt. You can help to release the eligible payments earlier by following one of the below steps:
- Add Tracking: Use one of our approved shipping carriers and add the tracking details on your Activity page. We’ll release the hold 1 day after delivery.
- If the held payment is for a service or intangible item (e.g. piano lessons, e-book), update the order status on your Activity page and you'll get your money 7 days after verification.
48 hrs after they update the transaction, you can confirm receipt to release funds:
- Click Activity at the top of the page.
- Find and click the original payment for the item.
- Click Confirm receipt.
- Click Yes to confirm that you received the order.

I am asking to get my monry back As I see the seller is scammer
but I don't know how they close the case in his favor
I am contacting Paypal now in facebook to see if they could appeal

Did the seller provide the tracking number? You never received the item?
If the item status said it was delivered and you never got it. Contact the Carrier via their official customer service on Twitter or any form of direct messaging. Give them the tracking number and your Paypal shipping address that the seller had to ship it to. Then ask the carrier if they could kindly see if the delivery address from the tracking number matches your paypal shipping address. The carrier can only tell you if it matches or not, they cannot give you the actual address it was ship to due to security reasons. Once the carrier confirms that they do not match, take screenshots of the whole conversation, especially the part where you shared your tracking number and address.
Then get a hold of paypal via direct message and tell them you would like to appeal the dispute and share the screenshots proving that the seller did not send to your Paypal address and that the carrier confirmed it.

Unfortunately, PayPal refused to help me after several phone calls with them
Just because the seller wrote a note in the payment " no shipping only pickup "
I did not know that if he wrote this note, it would cause the buyer protection will be lost
And they refused to return my money, knowing that the buyer originally mentioned in the case that he never gave me the goods
but PayPal says the note is most important makes my purchase not have buyer protection
even the customer himself said he did not give me the goods
and he also refuses to do a refund ( I don't know why )
This is the most strange thing that happens to me after 7 years of using PayPal
Anyway, I lost 8,190 dollars
But every buyer may read my post here
Be careful that you get hit like me, and if one of the sellers sends you a payment that says "no shipping only pickup"
Do not pay because you will lose your money
