With 2FA failing, & no ability to receive SMS text messages or phone calls, how do I log on?

I have recently set up a UK PayPal account for our charity, but am currently in the USA with access only over Wi-Fi or a data-only phone eSIM. Consequently, I cannot receive SMS texts or phone calls. 3 times before leaving the UK I set up 2FA so I could continue to access my account while away. All 3 times, I proved my authentication app was working correctly by entering the correct code when setting up 2FA. However, each time I tried to log in, all subsequent 2FA codes were rejected regardless of which authentication app I used (all 3 apps gave the same codes), so I had to phone to get 2FA disabled. Interestingly, when phoning to request the 2FA be cancelled, I was asked for my 2FA code by the automated system, and I was successfully connected. I don’t know if that means the 2FA code was correct or I was connected despite it. I now have no access to my account. How can I log in with no access to texts or phone calls, and no 2FA set up or confidence that, if it was, it would work?

You nearly always hit problems if you are using a country specific paypal account internationally.
