29 October GBP 3.33 (3.82 – 0.49 PayPay fee) received from an unknown person in the Philippines. I tried to report this via the PayPay Resolution Centre, multiple times, but always get the message ‘We're sorry, it looks like something went wrong on our end. Please try reporting the transaction again.’
6 November request for PHP 5,000 (GBP 75.34) received from the same unknown person in the Philippines. I tried to report this via the PayPay Resolution Centre but get the message ‘Unable to complete your request. We’re sorry, you can’t file a case on this type of transaction. Please refer to our User Agreement for more details’.
This appears to be some kind of scam and I would like to report it to PayPay and for these two transactions to be removed from my account.

Welcome! I'm sorry to hear you've received an unexpected transaction followed by a money request. I can certainly understand how concerning this must be. Unfortunately, these are not the kind of transactions you can report through our Resolution Center. We would recommend refunding the transaction, but normally the fee you received for the transaction would not be refunded. However, I would reach out to our Customer Support teams to see if they can help out with that situation.

I contacted PayPal Customer Service and received a helpful reply, see below.
If you don't want to send a payment to a person that you don’t know who has requested payment, here’s how to cancel a money request or invoice:
- Log in to your PayPal account.
- Click Activity at the top of the page.
- Click Details next to the money request you want to review.
- Click Cancel invoice and follow the instructions.
Once the money request has been cancelled, an email notification will be shared with the recipient.
If you no longer want to receive invoices, payments, or messages from another PayPal user, you can block them via the PayPal website or mobile app.
Website:
- Go to your ‘Send and Request’ / ‘Contacts’.
- Choose the name of the person you want to block.
- Click Block this contact.
- Click Block to confirm.
