Sent $800 for a dog. Have not received the merchandise or a refund. Need help.

The dog was supposed to be flown here. Their phone number is never answered. Where are my rights? PP said the case is close. Still no dog.

Did PayPal say seller provided proof of delivery? Tell PayPal you want an appeal the claim. If PayPal won’t budge and you paid with credit card, do a credit card chargeback.
