Reported transactions wrongly and scammed

I have ordered 5 products with a company. They charged me twice thait is for 10 products, so with two seperate transaction. I reported the second transaction as unauthorized transaction and contacted the company by email through paypal. Paypal ruled it against me and could not report it again.
Two days later still no answer AND the company changed their website URL and contact email address. I finally received the items but only 5. I took photos and reported the second transaction, they refunded me for the missing items. Except now while looking at the items i realise they are not what they are supposed to be. I ordered "period underwear" but they are just casual underwear and nothing of what the website supposedly sold. Now they do not have a website nor an email. So i know they are scammers in general now and that they are scamming people by selling cheap stuff from china and then changing URL and email when getting caught.
How can i go foward since the first transaction was ruled against me therefore i cannot report it again? and also let paypal know that this company is scamming people intelligently.

A dispute for an unauthorised transaction is telling paypal that your account was hacked and used without your consent to make that transaction.
Paypal would check IP addresses and devices and close the dispute if it was you that made the transaction.
You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.
If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
