Why does PayPal favor the scammers and punish the victims

I have been scammed out a large amount of money. It all started when I was told to pay into an investment scheme through PayPal. I was skeptical of this so reported it to PayPal. Later PayPal had done nothing so I thought stupidly I may add that maybe this was legit. So now I started to pay money, it was very messy and I was paying money into various PayPal accounts.
Eventually I was banned permanently for my actions, yet I was the victim. The accounts I was paying into as far as I am aware are still viewable, but I can not say whether they are active.
So I would ask, why I am permanently banned, I don't think stupidity is covered in any of the Terms and Conditions?
And why other accounts which were provided to me by the scammers to pay into are still there.
Does PayPal endorse the illegal use of its systems only to the Scammers?

PayPal isn't what it used to be. It's super hard to get in touch with anyone to help you and they'd rather help scammers than users!
I am very disappointed with them.
Yesterday I was scammed out of a large amount of money and PayPal did nothing!!!
I wanted them to provide me details of the scammers email, but I have no response from PayPal.
Anyway everyone registers with email, phone number and address but PayPal didn't provide me anything.
