Yes, open the transaction, click “Report a problem”, select Item not received option.

Thanks for the help @sharpiemarker! I do understand your concern about your purchase. Yes! You can still report the payment which is completed in the resolution center. If you made a purchase that is pending, that means the recipient hasn’t accepted it yet, they need to confirm their email address to verify their account to get the funds. When you receive a goods & services payment, the funds will be held by our standard 21 days hold. The merchant has to ship the item for the funds to release in their PayPal account. Please ask the merchant to reach us so we can help to get the funds in their PayPal account.
If there's any issue with the purchase, you can report it in the resolution center. Please wait at least 3 days from the transaction date to give your seller enough time to ship the item. You have 20 days from the date you opened the dispute to resolve it with your seller. If your seller isn't responding or you can't come to a resolution, you can escalate the dispute to a claim. If you escalate your dispute, PayPal will review it and decide the outcome. You can always check the status of your dispute at any time in the Resolution Center.
