Sorry to hear the issue with your purchase. I know this can be concerning! No need to worry! PayPal protection policy covers all eligible purchase and help you to get refund if certain requirements met. You can report the payment in the resolution center of your PayPal account. Information to open a dispute in the resolution center can be seen in this article.
You have 20 days from the date you opened the dispute to resolve it with your seller. If your seller isn't responding or you can't come to a resolution, you can escalate the dispute to a claim. If you escalate your dispute, PayPal will review it and decide the outcome. You can always check the status and updates of your dispute at any time in the Resolution Center.

If you paid the payment as Goods & services payment, you will be able to report the transaction in your PayPal account. Please reach to PayPal Support team to help you with opening the dispute.
If you paid as Friends & Family, you will not be able to dispute as those payments will not be covered under PayPal Purchase Protection policy. When there's a problem with friends and family payment, we strongly encourage the sender and recipient to work together toward a resolution. If a resolution can't be met and you paid via card or bank, you may want to reach out to your financial institution to seek other dispute options.
To avoid such issues in the future and to avail of PayPal's purchase protection, always send your payment as Goods & Service (instead of friends & Family). So if you have any issue with the transaction, you can dispute it with us and we can help you with a refund if eligible.
