RE a partial refund, what guarantees do we have from PayPal that the buyer wuill return the goods

We are in the middle of resolving a dispute with a buyer who wants a PARTIAL refund on a proportion of the goods. We are willing to refund him, but what guarantees do we have from PayPal that the buyer will return said goods?

Tell buyer they must return the items as received with tracking for proof of delivery before a refund is issued.


Or to simplify things, either party can escalate to a claim so that PayPal can facilitate a return of whole order for a full refund. PayPal don’t do partial refunds or exchanges as that’s something that must be for seller and buyer follow through on.

Thank you. That is different from the phone call I had with an agent yesterday. He said PayPal would send an email to the buyer saying that he must send PayPal a Tracking number when they return the goods and when we receive the goods only then will they issue a PARTIAL refund…was he incorrect?!
